You can now /callvote pug

Admin access is no longer required to change to pug mode. You can now /callvote pug and /callvote pub.

I am happy to allow this and continue to allow people to yews my server as a pug alternative under the following conditions:

1. Server must always be put back to pub mode when people are done.

2. Don't start pugs if more than 1 person is playing pub siege. If noobs are 1v1ing and you have 20 people wanting to pug, it's tough.

I'll update the original server post soon. Feel free to try it out!
