If console game makers really were at a noticeable loss, they would stop making console games and make PC games exclusively.
The fact of the matter is making a PC game is much more work (what with different systems/drivers to support, compared to consoles which come in 3 standardized flavors), and the console market is much larger than the PC game market.
I'd also be willing to bet most PC Gamers have a console and realize that many console games provide a unique experience you can't get on the PC. (READ: PC Gamers in general, not JKA Gamers, because a lot of people who play JKA only do so because its one of the only games their computer will run, and thus likely hasn't dropped $300 bucks on a console).
I don't know why they bother making console shooters though. Such a waste when compared to the PC shooter experience.
