I had forgotten this name in the past 10 years since Ep. I came out, but this guy is seriously badass.
Darth Maul...Snake Eyes...and Edgar from Heroes?

Kept thinking I knew him since this season of Heroes came on and I watched GI Joe today and just happened to see his name on IMDB realized that it was from where he was Toad in the first X-Men movie. :/
I forgot the name since I watched the behind the scenes on the Ep I disc where they explained that he was cast as Darth Maul for his amazing martial arts abilities.
