Magyk, they are probably inducing like 90% packet loss. So even though you are still transferring shit at regular speed, they are intentionally marking packets as bad so you have to keep grabbing the same packets over and over again. It also explains why the connection sometimes gives up.
That's why it thinks it's downloading at 250 kbps or whatever, but its effective successful packet transfer speed is only 30.
