Because your karma is below 0. Then you can't yews the karma system. You're only a victim.

AND because guard doesn't know how to control the system. a) Dunno why he didn't ban them from using the system b) Dunno why he can't let everyone yews the sytem despite having negative karma.

If restarted, it should also be fixed, somehow. The way it works today just isn't good enough.

To be perfectly honest, I haven't even bothered looking for a solution beyond setting the min karma to a negative number, I think this Waffz/Duo thing is hilarious.
